Abstract:
This is a thesis about the Internally Displaced Persons (lOP) and their
unspecified relation with the United Nations High Commissioner for Refugees
(UNHCR) and its 1951 Convention. This thesis would not seek to solve the
problem of lOPs around the world, but more to highlight the different efforts made
either by International Organizations or by different states and government to find
a solution to this group of people. It will more specifically show the role of
UNHCR in absorbing this group during its humanitarian reform plan and new
policies without changing its non-political spirit and without detracting from its
protection function to refugees.
