Since September 11, 2001, the threat of terrorism has become a topic of priority for
the international community. However, the inability of the United Nations to agree upon
a general definition of what constitutes terrorism has often been considered a major
obstacle to effective countermeasures. Despite the fact that this failure has been the major
flaw in the United Nations' effort pertaining to terrorism, the United Nations has proved
to be useful in tackling the problem of terrorism in its different manifestations.
The United Nations has made decisive efforts to define and combat terrorism which
has always been its foremost concern. It has developed countermeasures to meet the
challenge posed by terrorism as a threat to the international peace and security. These
countermeasures aim at bringing all perpetrators of terrorist acts, whether states or
individuals, to justice. This thesis has tried to show that the role of the United Nations in
fighting terrorism has been significant, despite some criticisms. |
