Policy Brief on Entrepreneurship in UAE Fostering Inclusive Growth for Nascent Entrepreneurs in the UAE: Addressing Gender and Cultural Barriers

Abstract

This paper highlights the significant progress the UAE has made in developing its entrepreneurial landscape while emphasizing persistent challenges faced by women. Despite robust government initiatives to foster innovation and a supportive startup culture, women in the UAE continue to face gender disparities in accessing resources, mentorship, and funding. The report uses data from the MENA Entrepreneurship and Labour Market Survey to analyse these barriers, particularly focusing on the differences in confidence and business control between men and women.

The analysis reveals that, despite possessing the necessary technical skills, women in the UAE report lower confidence in their ability to succeed compared to men. Both groups face challenges that limit their long-term entrepreneurial potential, such as securing funding and navigating complex business regulations. To address these issues, the paper recommends the creation of targeted financial support, enhanced networking opportunities, and culturally sensitive programs to promote a more inclusive entrepreneurial environment. These recommendations are crucial to achieving gender equity and unlocking the full entrepreneurial potential of all UAE residents.

Policy interventions suggested in the report include simplifying loan processes, increasing awareness of entrepreneurial resources, and developing mentorship and training programs tailored to women entrepreneurs. The analysis also calls for regulatory reforms that simplify business registration and licensing processes across the UAE. Expanding access to venture capital and creating public-private partnerships that foster cross-cultural entrepreneurial ventures are emphasized as key to building a more resilient and adaptable ecosystem that can weather global economic shifts.

The paper aligns its recommendations with the UAE’s National Agenda for Entrepreneurship and SMEs, with the objective of fostering a more inclusive, sustainable, and innovative entrepreneurial ecosystem by 2031. By promoting gender equity, streamlining regulations, and increasing access to entrepreneurial resources, the UAE can strengthen its global competitiveness and create long-term economic growth driven by diverse entrepreneurial talent.
